Prison host communities with RTMs

As it turns out, Walpole is the only community in the state that has a state prison and a Representative Town Meeting form of government. However, in doing research for this previous article, 180 failed to also include communities with county prisons that have RTMs.

According to the Prison Policy Initiative in Northampton, Mass., Walpole is one of seven Mass. towns with a Representative Town Meeting form of government that also has significant incarcerated populations. The others are Billerica, Dartmouth, Dedham, Framingham, Ludlow, and Plymouth. All of these communities except Framingham have county prisons.

In the case of Dartmouth, for example, correctional facility populations are included in their precinct totals.  The town “includes people incarcerated at  two Bristol County facilities and the C. Carlos Carreiro Immigration Detention Center as if they were residents of Precinct 2 so that 22.7% of Precinct 2 is incarcerated populations,” according to Aleks Kajstura, the Legal Director at the PPI.

The PPI is monitoring the situation in Walpole at 180’s request. They are pushing Walpole officials to change the way RTM precincts are apportioned.
